About TOP


Transitioning Offenders Program (TOP) is a nonprofit (501{c}3) organization created by offenders incarcerated in the state of Washington, for the purpose of helping other offenders with their difficult transition back to family and community.

TOP workers have gathered over 8,000 resources, across all 39 counties in the state, that can help releasing offenders make a smooth transition back to their community. These resources include such things as housing, medical services, schools, counseling, employment agencies, and food banks.

As an offender prepares to release, TOP workers and volunteers put together a packet of information and resources for him, specific to his county and his needs. TOP believes that, armed with his packet, an offender is less likely to return to old habits and haunts because he has created a transition plan that sets the stage for a successful new start.

TOP has now assisted over 18,000 offenders with individualized resource information, and helped each one to create a Re-entry Plan that initiates a successful return to family and community.
